1. INTRODUCTION

The Just War Newsletter is an electronic newsletter published four times annually to announce new developments in the study of the ethics of war. Written and published by Michael Kocsis, it is designed for anyone working in academia, public service, or non-governmental organizations whose research touches on the just war tradition and its related topics and disciplines.

2. CONFERENCES AND EVENTS


A conference on the topic “War Powers: Judging Constitutional Authority” was held at the University of Michigan this past January 23rd. Organized by Mariah Zeisberg, the event focused on armed interventions in Libya, Haiti, Iraq, Vietnam, and Korea, which posed serious questions about the power to declare war found in the US Constitution. The Centre for International Policy Studies (CIPS) and the Graduate School of Public and International Affairs (University of Ottawa) were among the organizers. A conference entitled “Individual, Community and Society: Conflict, Resolution and Synergy” was held as the Inaugural European Conference on Ethics, Religion and Philosophy organized by the International Academic Forum (IAFOR). The event was held from March 27-30 at the Rihga Royal Hotel & the adjoining Osaka International Conference Center, Osaka, Japan. Allegheny College (Meadville, PA) held a two-day undergraduate conference on March 28-29 on legacies of the Civil Rights Movement. Entitled “Democracy Realized? The Legacies of the Civil Rights Movement,” the event brought nationally recognized scholars and activists together with students to investigate the past, present, and future of civil rights. Keynote speakers included James Lawson, Lucius Outlaw, Susan Burch, Ellen Armour, and Matthew Fletcher. Event information is posted on the following website: http://allegheny.edu/democracy2014

On April 7th the Department of Political Science and the Centre for Ethics and Global Politics held a one-day book symposium on Allen Buchanan's The Heart of Human Rights (Oxford University Press, 2013) at LUISS Guido Carli, Aula polivalente. Participants included: Allen Buchanan (Duke), Sebastiano Maffettone (LUISS), Raffaele Bifulco (LUISS), Diletta Tega (Milano-Bicocca), Francesco Cherubini (LUISS) and Gianfranco Pellegrino (LUISS).

On April 16th the Conference of Defence Associations Institute (CDA) and the Centre for International Policy Studies at the University of Ottawa organized a special workshop on “Russia: Current and Future Security Environment” by Dr. Fiona Hill (Brookings Institution). The event was held at the University of Ottawa.

An International Conference called “Uncovering the Humanitarian Discourse: Media, Migration, and International Organizations” was held at Ege University in Izmir (Turkey) on May 21-22. The event considered migration as a complex and multi-layered phenomenon linked to both global issues and local and regional ones. The Inaugural Conference of the Stockholm Centre for the Ethics of War and Peace was held May 24-25 on the theme “The Ethics of War in the 21st Century”. Preceded by a public lecture given by Jeff McMahan, the speakers at this important event included Frances Kamm, Seth Lazar, Gustaf Arrhenius, Cheyney Ryan and Christopher Heath Wellman. The Institute of Advanced Studies (IAS) at the University of Birmingham held a one-day conference on “Ethics, War, and Intervention” on May 30th. The keynote speaker was Jeff McMahan.

A conference on “Justice in a Global Age” took place on June 2nd and 3rd at University College Durham. The aim was to provide an in-depth discussion of relevant aspects of global political morality. Themes included: global health, global distributive justice, just war theory, sustainability, the moral psychology of global duties, and non-western perspectives on global justice. The Human Rights sections of the American Political Science Association (APSA), the European Consortium for Political Research (ECPR), the International Political Science Association (IPSA), and the International Studies Association (ISA), are coordinating the 3rd Joint International Conference on Human Rights on the theme “Human Rights and Change”. The conference will take place from June 16-18, 2014 at Kadir Has Üniversitesi in Istanbul (Turkey). The Australian Association of Professional and Applied Ethics are organizing the 21st Annual Conference on the theme “Conscience, Leadership and the Problem of Dirty Hands.” The Conference will take place from June 22-24 at the University of Notre Dame in Sydney (Australia). Key themes will include: military ethics & supreme emergency, policing ethics, sports ethics, medical ethics, and conscientious objection. The 25th International Peace Research Association (IPRA) Conference will be organized around the theme “Uniting for Peace: Building Peace through Universal Values.” The event will take place from August 10-14, 2014, at Sakarya University in Istanbul (Turkey). Keynote speakers will include: Nursultan Nazarbayev (Head of State, Kazakhstan), Johan Galtung Nkosazana C. Dlamini Zuma (Secretary, African Union) and Lakhdor Brahimi (UN Envoy to Syria). A conference on “The Ethics of War and Peace” will take place in Maribor, Slovenia from August 21-24, 2014. Parallel sessions will address major moral questions related to war and peace, including the following: the roots of war in human aggression or social life; theories of just war; questions about humanitarian intervention; rules of war; new forms of warfare; war for profit; and pacifism. A Panel on “Imperfect Duties and Political Theory” will be held from September 3-6. Chaired by Saladin Meckled-Garcia (UCl) and Chiara Cordelli (Exeter), the panel will discuss various ways in which the concept of imperfect (vs. perfect) duty functions in political philosophy. Can imperfect duties serve a political role, rather than just fit into personal or private morality? Can imperfect duties also apply to collective agents? There are a number of conceptual questions about the definition of imperfect duties and their distinction from perfect duties, and their role if any in political theory, and this panel invites participants to explore these and related questions.

A Seminar called “Everyday Nationhood: A One-Day Symposium to Examine the Contribution of Michael Billig’s Study of Banal Nationalism” will take place on Monday September 8th at the London School of Economics & Political Science. Organized by the Association for the Study of Ethnicity & Nationalism (ASEN) and the School of Political, Social & International Studies, University of East Anglia, the event will be a detailed exploration of Michael Billig’s (1995) Banal Nationalism and an assessment of the influence of the “Banal Nationalism thesis” across disciplines and settings. Prof. Craig Calhoun will deliver a keynote presentation on nationalism, cosmopolitanism and social identity in the contemporary era. Proposals for 20 min. papers from established scholars and post-graduate students in any discipline relating to the Banal Nationalism thesis should be forwarded by email to Michael Skey (m.skey@uea.ac.uk) by Friday June 13th.

A MANCEPT Workshop on the topic “Conceptualizing Legitimacy in Political Philosophy” will take place in Manchester from September 8-10. The workshop organizers call for papers in political philosophy on the following questions surrounding legitimacy: what do different traditions of political philosophy mean by "legitimacy"? What are the main competing normative conceptions of political legitimacy? Can the new political realism re-establish the importance of legitimacy vis-à-vis justice? Do various conceptions of legitimacy have a shared meaning, or do we only find a family resemblance? Is the concept of legitimacy essentially contested, and if so, how? Is legitimacy a useful concept in normative political philosophy, or does it create more confusion than clarity? A Workshop entitled “The War of Ethics in the Ethics of War” will take place at the MANCEPT Conference from September 8-10. The event will focus on the central distinction between jus ad bellum and jus in bello, which has come under sustained scrutiny from theorists like Jeff McMahan and David Rodin who argue it is incoherent and unsubstantiated. The workshop will attempt to engage such debates through the idea of the moral equality of combatants. For further information, contact Workship organizers by email: Ewan E. The International Studies Journal (ISJ) and the UN Information Center in Iran are organizing the 3rd Model UN Security Council Conference; a Security Council “simulation” that will include 45 Senior Advisors, Resident Diplomats NGO representatives, Profs. of Law and International Relations, and graduate students. The Program will focus on: international law and human rights; simulation methods and research workshops; and global and regional initiatives to protect peace and human rights. The University of Copenhagen’s Centre for Subjectivity Research is organizing an International Conference entitled “Thinking (about) Groups.” The event will take place from October 8-10, and will try to summarize and discuss ongoing debates about “social ontology” by examining the theoretical and practical uses of groups in philosophy, social science, psychology, and biology. The British Society for the History of Philosophy and the Netherlands Defense Academy will host an event on October 14th on “War in the History of Ideas.” A confirmed keynote speaker will be Azar Gat, author of A History of Military Thought (2001) and War in Human Civilization (2006). A conference on the theme “Negotiating Borders: Comparing the Experience of Canada, Europe, and Ukraine” is being hosted from October 16-18, 2014 by the Canadian Institute of Ukrainian Studies, University of Alberta, Edmonton (CAN). The aim is to explore reasons why established state borders are all-too-easily challenged by pressures of globalization and ideas of imperial expansion. Themes will include: negotiating and settling border disputes, cross-border transactions, management of relations between greater and lesser powers, the EU’s Eastern Neighbourhood Policy, “Frozen Conflicts”, the ‘Finlandization’ of Ukraine, or Russia’s doctrine of ‘Eurasianism.’ Possible contributors should send an essay title and an abstract of 250w, plus a one-paragraph biographical statement, to: Bohdan Harasymiw, Conference Convenor (bharasym@ucalgary.ca) and Oleh S. The 4th Global Conference on Genocide will be held from December 4-7 2014 at the University of Cape Town (South Africa). Organized by the International Network of Genocide Scholars (INoGS), the theme of this year’s event will be “Genocide and Mass Trauma: Rising to the Challenges of Comprehension, Intervention, Prevention and Restitution.” The organizers invite proposals for papers, panels and roundtables on any aspect of genocide and mass trauma, and participation is not restricted to INoGS members. Interdisciplinary and theoretical approaches, and submissions from postgraduate students, practitioners and researchers in government, are welcome. 4. CALL FOR PAPERS

Topoi: An International Review of Philosophy welcomes submissions for a Special Issue on “Social Ontology, Culture and Institutions.” The Guest Editors are Filip Buekens (Leuven, Tilburg) and Alessandro Salice (Copenhagen). Over the last two decades, “social facts” have been investigated by a rapidly growing community of scholars who have contributed to the field from different disciplinary approaches. Concepts like collectives, cultures and institutions have been analyzed with conceptual tools from philosophy of language, philosophy of mind, social philosophy and from formal disciplines like game theory. It is generally agreed that social facts and particularly “institutional facts” exist due to the collective acceptance of a social group. Few efforts have been made, however, to bring together social ontology and empirically informed theories of culture (as developed in philosophy of biology, theories of “animal culture,” or cognitive sciences). This Special Issue seeks contributions that connect conceptual accounts with more naturalist approaches and evolutionary thinking about culture. Contributions are invited for a dedicated issue of Theoria, A Journal of Social and Political Theory will focus on the theme “Is the Idea of Peace Relevant for the Age of Asymmetrical Warfare?” The special issue will be Guest-Edited by Nir Eisikovits of Suffolk University, and will ask questions such as the following; is the idea of peace in the classic cosmopolitan formulation still relevant? Does it make sense to talk about a conflict with the Taliban or Al Qaeda terminating in a state of peace? If our idea of peace needs to be revised, how should we revise it? Does it need to be supplemented by other ideas? Can the concept of peace serve as a useful ideal even as it becomes further removed from how wars are conducted? Intrepid: The Professional Journal of the Canadian Military Intelligence Association welcomes submissions for this November’s Annual issue. Manuscripts are invited on topics of broad significance to Canadian military intelligence, including national security, strategic intelligence issues, doctrine, intelligence capabilities, technology, history, education, training and military ethics. Submissions that develop “new approaches to old problems” are especially welcome. Manuscripts received until October 1st will be considered, and should be 3000-5000w, including references, in either official language, but shorter pieces may also be considered. Manuscripts should conform to standard academic style with endnotes (not footnotes). Abstracts and bibliographies are not required. De Ethica: A Journal of Philosophical, Theological, and Applied Ethics welcomes submissions for a Special Issue on The Ethics of War and Peace (2005). De Ethica publishes scholarly work at the intersections of philosophical, theological and applied ethics in an open-access publication aimed at a wide audience. The list of possible topics includes: roots of war, theories of just war, rules of war, new forms of warfare, war and profit, ending war, and pacifism. 5. ACADEMIC PROGRAMS


The Balkan Institute’s 2014 Sarajevo Summer Program in War and Peace will be held this year in conjunction with the 100th Anniversary of the Assassination of Archduke Franz Ferdinand on June 28, 1914. This two-week academic Summer Program will be held between June 16-28 and is open to undergraduates, graduate students, practitioners, and professionals. Three courses will be offered: The Outbreak of the Great War taught by Dr. Ivo Banac; The Bosnian War at the End of the 20th Century by Drs. Colum Murphy and Obrad Savic; and The Lessons of Bosnia in Global Context by Dr. Bill Wechsler. Several distinguished scholars, diplomats, journalists, and representatives of IGO/NGOs will participate. A Summer School on “Dilemmas and Dirty Hands” is being organized by the Dutch Research School of Philosophy (OZSW) and the University of Amsterdam (UvA) in the Netherlands from August 25-29, 2014. The location will be the Woordbroke Hotel, Barchum (NL), the School will analyze the structure of certain difficult dilemmas of politics and war, including presentations by Stefan Gosepath, Susan Mendus, Ingrid Robeyns, Hans Bernard Schmid, Stephen de Wijze, and Lea Ypi. The course is coordinated by Gijs van Donselaar (University of Amsterdam) and the Philosophy and Public Affairs group at the University of Amsterdam. The Tocqueville Postdoctoral Fellowship in Security Studies is designed to give junior researchers in International Relations new opportunities to a consolidate research profile and build a teaching dossier. Hosted by the University of Namur, in the capital of the French-speaking region of Belgium, the Fellow will be assigned one undergraduate course per semester (in English) on either EU integration or IR. Candidates are eligible if they completed a PhD within the past 3 years. The Balkans Peace Program (BPP) Summer Program is entitled “International Development, Politics, and Post-Conflict Societies: Kosovo and the Balkans.” The objective is to provide students outside the region with an opportunity to spend roughly three weeks in Kosovo, studying and learning about post-conflict reconstruction. Participants will visit three Balkan countries and study by way of three components: an academic course on International Development, Politics, and Post-Conflict Societies: Kosovo and the Balkans; a tour of historic and tourist sites of Kosovo, Montenegro, Albania, and Macedonia; and cultural immersion, whereby students stay with host families and learn about Albanian culture and Kosovo’s famous hospitality. The program runs from August 2 to 23 August, 2014 and participants will stay with host families in Gjilan, the fourth largest city in Kosovo with a population of about 95,000, located on the southeast corner of Kosovo. 1. INTRODUCTION

The Just War Newsletter is an electronic newsletter published three times annually to announce new developments in the study of the ethics of war. Written and published by Michael Kocsis, it is designed for anyone working in academia, public service, or non-governmental organizations whose research touches on the just war tradition and its related topics and disciplines.

An international conference called “Why War? Peace Studies in the 21st Century” is being held as part of the 40th Anniversary Celebrations of the Division of Peace Studies & Humanities at the University of Bradford. The keynote speaker will be Helen Frowe, Director of the Stockholm Centre for Ethics of War and Peace at the University of Stockholm. A conference on “The Grounding of Human Rights” will be held on April 18-19, 2014 at Indiana-Purdue Fort Wayne Campus in Fort Wayne Indiana. The event will be organized by Clark Butler, Director of the Human Rights Institute, Indiana University-Purdue University Fort Wayne. It will seek to determine if a reasonable and universally acceptable general consensus may be possible behind international human rights law. Invited speakers will include James Sterba, Mark Gibney and David Marshall, Chief of the Global Issues Section at the New York Office of the United Nations High Commissioner for Human Rights. The deadline for submissions was February 15. Questions received by email or voice mail at 1 260 481 6364 will receive a reply if a telephone number and time frame is left.

 

The Inaugural Conference of the Stockholm Centre for the Ethics of War and Peace
will take place May 24-25, 2014 on the theme “The Ethics of War in the 21st Century”. The event will be preceded by a special public lecture on The Ethics of War and Peace by Jeff McMahan (Rutgers University) on May 23rd. Invited speakers will include Frances Kamm, Seth Lazar, Gustaf Arrhenius, Cheyney Ryan and Christopher Heath Wellman. Additionally, a special panel on War and International Law will include presentations by Adil Ahmad Haque, François Tenguay-Renaud, and Massimo Renzo. The Human Rights sections of the American Political Science Association (APSA), the European Consortium for Political Research (ECPR), the International Political Science Association (IPSA), and the International Studies Association (ISA), are coordinating the 3rd Joint International Conference on Human Rights on the theme “Human Rights and Change”. An event entitled “Emergencies and Affected Peoples: Philosophy, Policy and Practice” will be held in July 2014 at the University of Birmingham. The conference is meant for theorists and practitioners working on improving the lives of those people affected by an emergency (conflicts, wars, humanitarian natural disasters. Questions such as the following will be addressed: what is an emergency? Who are the affected people? What problem do emergencies create for and how do they manifest themselves? The Peace Theories Commission of the International Peace Research Association (IPRA) will host an event entitled “Peace Theories beyond the State of Nature: Philosophical and Global Perspectives” in Istanbul, Turkey from August 10-14, 2014. The event is being organized as the 25thIPRA General Conference to mark the occasion of the 50thAnniversary of the IPRA. A conference on “The Ethics of War and Peace”, organized by the Societas Ethica, will take place in Maribor, Slovenia from August 21-24, 2014. The 4th Global Conference on Genocide will be held from December 4-7, 2014 at the University of Cape Town (South Africa). Organized by the International Network of Genocide Scholars (INoGS), the theme of this year’s event will be ‘Genocide and Mass Trauma: Rising to the Challenges of Comprehension, Intervention, Prevention and Restitution’. The organizers invite proposals for papers, panels and roundtables on any aspect of genocide and mass trauma, and participation is not restricted to INoGS members. Interdisciplinary and theoretical approaches, and submissions from postgraduate students, practitioners and researchers in government, are welcome. Journal Special Issues

4. CALL FOR PAPERS

Contributions are invited for a dedicated issue of Theoria, A Journal of Social and Political Theory will focus on the theme “Is the Idea of Peace Relevant for the Age of Asymmetrical Warfare?” The special issue will be Guest-Edited by Nir Eisikovits of Suffolk University, and will ask questions such as the following; Is the idea of peace in its classic cosmopolitan formulation still relevant? Does it make sense to talk about a conflict with the Taliban or Al Qaeda terminating in a state of peace? If our idea of peace needs to be revised, how should we revise it? Does it need to be supplemented by other ideas? Which ideas? Can the concept of peace still serve as a useful regulative ideal even when it becomes further and further removed from how wars actually wind down? 5. ACADEMIC PROGRAMS 
 
A new seminar in Philosophy at Rutgers University entitled “Normative Dimensions of War” was designed to give future civilian leaders and officers in the US military a new understanding of war’s moral complexities. Cadets from West Point Academy and Rutgers University undergraduate and graduate students in philosophy gathered May 28-June 12 to discuss the ethics, law and effectiveness of organized political violence. Major Ian Fishback of West Point developed the three-week pilot program in conjunction with Rutgers philosophy professor Jeff McMahan.

A Graduate Reading Retreat is being organized by the Stockholm Centre for the Ethics of War and Peace from September 19-20, 2014 in Menorca. The Retreat is designed for graduate students and those who have recently obtained PhDs in the field of the ethics of war and peace. Students will enjoy a two-hour session (with a 30 minute presentation) on submitted papers, which will be pre-circulated. Students will also be assigned a respondent from among invited faculty to provide written comments and a response. Participants will receive generous contributions towards travel, meals and accommodation. The event will take place at the Sol Gavilanes hotel in Cala Galdana, Menorca. Invited faculty include David Rodin, David Mapel, Laura Valentini, Helen Frowe , Kasper Lippert-Rasmussen, and Massimo Renzo. Students wishing to submit should email papers to Helen Frowe (helen.frowe@philosophy.su.se) prior to March 1st. Papers should be under 10000W excluding references and should be suitable for blind review, with the author’s name, email address, affiliation and a one-page CV included in the email. A note from the author’s supervisor or department head confirming registration as a graduate student and/or the author’s viva in the last six months, should also be included.
