1. INTRODUCTION

The Just War Newsletter is an electronic publication for announcements and new developments for researchers and practitioners interested in the doctrine of just war. Written and published by Michael Kocsis, it is meant to serve anyone working in academia, the public service, non-governmental organizations, and the military.

2. CONFERENCES AND EVENTS

The 9th Annual Pan-European Conference on International Relations was about “The Worlds of Violence.” The event took place in Giardini Naxos (Sicily, Italy) from Sept. 23-26th 2015. Info is still available on the conference website: http://www.paneuropeanconference.org/2015/

A conference on “The Future of Just War: Theoretical and Practical Challenges” was held at the United States Naval Postgraduate School in Monterey (California) Oct. 7-9th, 2015. Its aim was to explore issues in the ethics of war, just war theory, and the moral implications of the future and changing nature of warfare. An international conference on “The Theory of Just War: Behind the Jurisprudential Defense of (Abstaining from) Military Action” was held on October 13th and 14th 2015 at Cardinal Stefan Wyszyński University in Warsaw. The International Society for Military Ethics (ISME) is holding its 2016 Annual Conference on “Women Serving in the Armed Forces: Shaping Modern Values and Beyond”. The event will take place from Jan. 29-30th at Loew’s Annapolis Hotel in Annapolis Maryland, and it will explore the de facto transition of women in the armed forces from non-combat to combat roles. An conference called “Normative Interventions” is being organized for February 18-19th at University College London. Organized by Jeffery Howard (UCL), the aim is to consider the possibilities and potential for impact by political philosophers on real-world political events. The International Studies Association (ISA) is holding its 57th Annual Convention in Atlanta, Georgia from March 16-19th, 2016. Hosted at the Headquarters Hilton Hotel, the Convention will investigate the topic of “Exploring Peace” throughvalues such as human rights, justice, and equity, which are essential to virtually all conceptions of peace and yet are poorly represented in mainstream academic discussions about military conflict resolution and the right to deploy armed force. A two-day event called “Just War Theory in an African Context” will take place from April 4-5th of this year at the University of Johannesburg. Organized by Thaddeus Metz, the objective is to explore traditional just war categories and arguments through the lens of characteristically “sub-Saharan” values and norms. The Third Annual Conference on the Ethics of War, a collaboration between the United States Military Academy and Villanova University, will be hosted at Villanova from April 8-9th, 2016. Distinguished speakers at the event will include Claire Finkelstein, Mark Juergensmeyer, Francis Kamm and Dominic Tierney. The British Branch section of the International Law Association (ILA) will host its spring 2016 conference on the theme of “Non-State Actors and Changing Relations in International Law”. The event will take place at the Lancaster House Hotel near Lancaster University from April 8-9th.  The conference will examine how non-state actors (individual citizens, minorities, indigenous groups, NGOs, businesses, international organizations) raise issues and create particular relationships in international law. The 24th World Conference of Political Science (organized by the International Political Science Association) will explore the topic of “Everyday Humanitarianism: Ethics, Affects and Practices.” Organized by Lilie Chouliaraki (LSE) and Lisa Ann Richey (Roskilde University, Denmark) and hosted at the London School of Economics (LSE) from April 14-16th 2016, the event will include Keynote Addresses by Craig Calhoun and Miriam Ticktin. The European Society of International Law will hold its 12th Annual Conference this year in Riga (Latvia) from Sept. 8-10th, 2016. The theme will be “How International Law Works in Times of Crisis”, and the conference will consider topics such as new forms of armed conflict, the European human rights architecture, minority rights, human security, and the challenges of illiberal states. Journal Special Issues
 
The current issue of the Journal of Military Ethics is on the theme of “The Just Soldier: Who is It?” (Vol. 14, Issue 3-4, 2015). Edited by Henrik Syse and Martin L. Cook, the issue contains articles by Jesse Kirkpatrick, Robert Sparrow, and Michelle Schut & René Moelker. The same issue contains a Book Symposium on Michael Gross’s recent book “The Ethics of Insurgency: A Brief Overview”.   

The winter 2015 issue of Ethics and International Affairs (Vol. 29, Issue 4) contains a Roundtable on the topic of “Change and Continuity in Global Governance” and a feature article entitled “The Ethics of Arming Rebels”, written by James Pattison.   


4. CALL FOR PAPERS

The Stockholm Centre for the Ethics of War and Peace welcomes submissions for its 3rd Annual Graduate Reading Retreat, which will take place this year in Venice (Italy). As many as six doctoral students working on the ethics of war and peace will be selected to present their work in Venice from Sept. 10-11, 2016. This year’s event has been broadened to include work on collective responsibility, causation, authority, moral responsibility, or other areas of philosophy touching on the ethics of war and peace. Those interested in participating should email their essay to Helen Frowe, Director of the Stockhom Centre for the Ethics of War and Peace, via email (helen.frowe@philosophy.su.se) prior to May 1st.  Essays should be under 10000w (excluding references) and should be prepared for blind review. Submitted essays should be unpublished and not under review by the time of the retreat; should include the author’s name, email address and affiliation; and should be accompanied by a one-page CV and a letter from the student’s supervisor or department head confirming graduate student registration.


5. ACADEMIC PROGRAMS  

A Graduate Cource on the “Ethics and Technologies of War” is being offered by the National Security College at Australian National University (ANU). This course examines ethical norms on the use of armed force for political purposes and it includes a particular focus on the relationship between those norms and military technologies. 6. INTERNET RESOURCES

The website of the Aspen Ideas Festival now includes a streamed lecture by Yale University Law Professor Stephen L. Carter, entitled “The Tragedy of Just War Theory”. Combining examples of armed conflict from history with contemporary events, Carter discusses; “How our distorted ethics of warfare makes it easy to fight wars which we should not, and difficult to fight wars that we should?”  

Now available on CBC Radio’s renowned Ideas podcast website is an extensive audio documentary about the just war tradition entitled “Just War Theory: So what?” The documentary was produced by Frank Faulk and is based on interviews with just war theorists such as Brian Orend and Stephanie Belanger.

The Washington Post’s website recently published a section called “Just War Theory: A Primer”. Written by Christine Emba, the section links to a host of opinion pieces and interviews touching on issues of justice and war. 

The following document is available on the website called “Catholic Answers”, which provides a series of Biblical references and Old Testament quotations purported to be the ancient Christian roots of the just war tradition.
