1. INTRODUCTION

The Just War Newsletter is an electronic publication for announcements and new developments for researchers and practitioners interested in the doctrine of just war. Written and published by Michael Kocsis, it is meant to serve anyone working in academia, the public service, non-governmental organizations, and the military.

2. CONFERENCES AND EVENTS

The 9th Annual Pan-European Conference on International Relations was about “The Worlds of Violence.” The event took place in Giardini Naxos (Sicily, Italy) from Sept. 23-26th 2015. Info is still available on the conference website: http://www.paneuropeanconference.org/2015/

A conference on “The Future of Just War: Theoretical and Practical Challenges” was held at the United States Naval Postgraduate School in Monterey (California) Oct. 7-9th, 2015. Its aim was to explore issues in the ethics of war, just war theory, and the moral implications of the future and changing nature of warfare. An international conference on “The Theory of Just War: Behind the Jurisprudential Defense of (Abstaining from) Military Action” was held on October 13th and 14th 2015 at Cardinal Stefan Wyszyński University in Warsaw. The International Society for Military Ethics (ISME) is holding its 2016 Annual Conference on “Women Serving in the Armed Forces: Shaping Modern Values and Beyond”. The event will take place from Jan. 29-30th at Loew’s Annapolis Hotel in Annapolis Maryland, and it will explore the de facto transition of women in the armed forces from non-combat to combat roles. An conference called “Normative Interventions” is being organized for February 18-19th at University College London. Organized by Jeffery Howard (UCL), the aim is to consider the possibilities and potential for impact by political philosophers on real-world political events. The International Studies Association (ISA) is holding its 57th Annual Convention in Atlanta, Georgia from March 16-19th, 2016. Hosted at the Headquarters Hilton Hotel, the Convention will investigate the topic of “Exploring Peace” throughvalues such as human rights, justice, and equity, which are essential to virtually all conceptions of peace and yet are poorly represented in mainstream academic discussions about military conflict resolution and the right to deploy armed force. A two-day event called “Just War Theory in an African Context” will take place from April 4-5th of this year at the University of Johannesburg. Organized by Thaddeus Metz, the objective is to explore traditional just war categories and arguments through the lens of characteristically “sub-Saharan” values and norms. The Third Annual Conference on the Ethics of War, a collaboration between the United States Military Academy and Villanova University, will be hosted at Villanova from April 8-9th, 2016. The British Branch section of the International Law Association (ILA) will host its spring 2016 conference on the theme of “Non-State Actors and Changing Relations in International Law”. The event will take place at the Lancaster House Hotel near Lancaster University from April 8-9th.  The conference will examine how non-state actors (individual citizens, minorities, indigenous groups, NGOs, businesses, international organizations) raise issues and create particular relationships in international law. The 24th World Conference of Political Science (organized by the International Political Science Association) will explore the topic of “Everyday Humanitarianism: Ethics, Affects and Practices.” Organized by Lilie Chouliaraki (LSE) and Lisa Ann Richey (Roskilde University, Denmark) and hosted at the London School of Economics (LSE) from April 14-16th 2016, the event will include Keynote Addresses by Craig Calhoun and Miriam Ticktin. The European Society of International Law will hold its 12th Annual Conference this year in Riga (Latvia) from Sept. 8-10th, 2016. The theme will be “How International Law Works in Times of Crisis”, and the conference will consider topics such as new forms of armed conflict, the European human rights architecture, minority rights, human security, and the challenges of illiberal states. Journal Special Issues
 
The current issue of the Journal of Military Ethics is on the theme of “The Just Soldier: Who is It?” (Vol. 14, Issue 3-4, 2015). Edited by Henrik Syse and Martin L. Cook, the issue contains articles by Jesse Kirkpatrick, Robert Sparrow, and Michelle Schut & René Moelker. The same issue contains a Book Symposium on Michael Gross’s recent book “The Ethics of Insurgency: A Brief Overview”.   

The winter 2015 issue of Ethics and International Affairs (Vol. 29, Issue 4) contains a Roundtable on the topic of “Change and Continuity in Global Governance” and a feature article entitled “The Ethics of Arming Rebels”, written by James Pattison.   


4. CALL FOR PAPERS

The Stockholm Centre for the Ethics of War and Peace welcomes submissions for its 3rd Annual Graduate Reading Retreat, which will take place this year in Venice (Italy). As many as six doctoral students working on the ethics of war and peace will be selected to present their work in Venice from Sept. 10-11, 2016. This year’s event has been broadened to include work on collective responsibility, causation, authority, moral responsibility, or other areas of philosophy touching on the ethics of war and peace. Those interested in participating should email their essay to Helen Frowe, Director of the Stockhom Centre for the Ethics of War and Peace, via email (helen.frowe@philosophy.su.se) prior to May 1st.  Essays should be under 10000w (excluding references) and should be prepared for blind review. Submitted essays should be unpublished and not under review by the time of the retreat; should include the author’s name, email address and affiliation; and should be accompanied by a one-page CV and a letter from the student’s supervisor or department head confirming graduate student registration.


5. ACADEMIC PROGRAMS  

A Graduate Cource on the “Ethics and Technologies of War” is being offered by the National Security College at Australian National University (ANU). This course examines ethical norms on the use of armed force for political purposes and it includes a particular focus on the relationship between those norms and military technologies. 6. INTERNET RESOURCES

The website of the Aspen Ideas Festival now includes a streamed lecture by Yale University Law Professor Stephen L. Carter, entitled “The Tragedy of Just War Theory”. Combining examples of armed conflict from history with contemporary events, Carter discusses; “How our distorted ethics of warfare makes it easy to fight wars which we should not, and difficult to fight wars that we should?”  

Now available on CBC Radio’s renowned Ideas podcast website is an extensive audio documentary about the just war tradition entitled “Just War Theory: So what?” The documentary was produced by Frank Faulk and is based on interviews with just war theorists such as Brian Orend and Stephanie Belanger.

The Washington Post’s website recently published a section called “Just War Theory: A Primer”. Written by Christine Emba, the section links to a host of opinion pieces and interviews touching on issues of justice and war. 

The following document is available on the website called “Catholic Answers”, which provides a series of Biblical references and Old Testament quotations purported to be the ancient Christian roots of the just war tradition.

2. CONFERENCES AND EVENTS 

A two-day workshop on Shared Actions and Collective Responsibilities was held at the University of Groningen (Netherlands) from April 23-24th. The event looked at several philosophical questions related to the concept of “collective responsibility” and was organized by Frank Hindricks (Groningen). The Faculty of Law at the University of Ljubljana held its second international interdisciplinary conference on “Responsibility to Protect in Theory and Practice.” The conference took place in Ljubljana, Slovenia on April 23 - 24, 2015. An event called “Political Theory at the Margins” will take place as the Fourth Oxford Graduate Political Theory Conference. Held at the University of Oxford on May 8th, the event will include keynote presentations by Humeira Iqtidar (King’s College London) and Nathaniel Adam Tobias Coleman (University College London). A conference on “Reconciliation and Justice” is being held from May 20-22nd by the Forum for Intercultural Philosophy at the Institute for Science and Art, the Viennese Society for Intercultural Philosophy, the Institute of Philosophy (Vienna) and the Forum Scientiarum (Tübingen). The event will take place in Vienna and will explore reconciliation from a philosophical perspective, particularly in connection with the notion of justice. A series of four public lectures is being held in Leuven (Belgium) on the topic “Sovereignty Yesterday, Today and Tomorrow?”. February and March saw lectures delivered by Martin Loughlin (LSE) and Andreas Føllesdal (Oslo). On April 30, Stephen Tierney (Edinburgh) will lecture on “Joining from the Inside? Sub-state Nations, the European Union and the Challenge of Sovereignty Referendums”. On May 21, Pavlos Eleftheriadis (Oxford) will speak on “The Deliberative Constitution: Sovereignty and its Alternatives”. The lectures are held in “Kleine Aula”, Maria-Theresiacollege, Sint-Michielsstraat 6, 3000 Leuven and they offer opportunities for questions and discussion. A conference on “Human Rights and Justice” will take place at The Hague Institute for Global Justice from June 8-10, 2015. The conference will take place immediately ahead of the annual meeting of the Academic Council on the United Nations System (June 11-13), also in The Hague. This joint event will gather researchers and policymakers from academia, think tanks, IOs and NGOs to deal with various aspects of justice and human rights. A conference on “Globalisation and Global Justice” will be held as part of Societas Ethica's 52nd Annual Conference in Linköping, Sweden from August 20th-23rd, 2015. Keynote speakers will include Jan Aart Scholte (University of Warwick), Kok-Chor Tan (University of Pennsylvania), Lea Ypi (London School of Economics) and William Schweiker (University of Chicago). The conference will feature panels on inter-continental perspectives about global ethics, rectificatory global justice, and the ethics of international migration. The 6th Annual Conference of the Oxford Institute for Ethics, Law and Armed Conflict will be on “Legitimate Authority and Political Violence”. A conference on “The Future of Just War: Theoretical and Practical Challenges” is being organized from October 7-9, in Monterey, California. The event will be hosted by the Defense Analysis Department at the Naval Postgraduate School, and the Stockholm Centre for the Ethics of War and Peace, and the National Science Foundation. Keynote Speakers will include Jeff McMahan, Scott Sagan, Adil Haque, and Helen Frowe. Those interested in presenting should submit an extended abstract of 500-800W for peer review on any topic related to the ethics of war, just war theory, the moral implications of the future and changing nature of warfare. Preference will be given to papers that consider the ethical implications of new, emerging, and future military technology and the resulting changing nature of warfare. The deadline for submissions is May 30th. Final papers should be suitable for a 35min presentation. Cardinal Stefan Wyszyński University and Łazarski Univesity in Warsaw (Poland) are organizing a major event in Warsaw from October 13-14th on “The Theory of Just War: Behind the Jurisprudential Defense of (Abstaining from) Military Action”. The conference will commemorate the 600th Anniversary of Paul Vladimiri’s Corpus Diplomaticum. Its keynote speaker will be Michael Walzer (Princeton). 4. CALL FOR PAPERS 

Les Ateliers de l’Ethique/The Ethics Forum invite essay proposals for a special issue on “Political Philosophy Below and Beyond the State”. The issue will focus on developments in legal theory which are challenging the role of the nation-state. Issues to be discussed will include identity in the demos, cosmopolitanism, the scope of obligations of justice, and the structure of political institutions within and without the modern state. The Academic Council on the United Nations System (ACUNS) and the Norwegian Institute on International Affairs (NUPI) will host a Summer School in Oslo from October 26-November 1st at NUPI. The Just War Newsletter is an electronic newsletter for announcements and new developments for researchers and practitioners interested in the ethics of war. 2. CONFERENCES AND EVENTS

A conference entitleded “EFAK X: Disagreements” was organized in Tartu, Estonia from September 25-27, as the Tenth Annual Estonian Philosophy Conference. Organized by the Institute of Philosophy and Semiotics of the University of Tartu, the Keynote Speaker was Prof. Esa Diaz Leon (University of Manitoba/University of Barcelona). The theme for the recent annual conference of the International Society for Military Ethics (ISME) was “The Ethical Dimensions of Civil War.” The event was held at the University of Notre Dame in South Bend, Indiana, October 12-15, with a keynote address delivered by Kit Wellman called “A Moral Analysis of the US Civil War.” Details and a conference program are posted here:

Canada’s Conference of Defence Associations Institute (CDA Institute) hosted its 17th Annual Graduate Student Symposium on October 16-17 at the Royal Military College of Canada (Kingston, Ontario). Organized on the theme of “Canada’s Security and Defense Interests,” the Symposium brought together Canadian and international graduate students, members of the Department of National Defence and Canadian Armed Forces, for two days of presentations, discussions, professional development and networking.  

A Seminar on the Ethics of War will be held on Monday, December 8th in Room E339 of Frescati Campus, Stockholm University. This informal seminar will include two of the Stockholm Centre's Affiliated Researchers: Victor Tadros (Warwick), who will speak on “The Persistence of the Right of Return”; and David Rodin (Oxford/CEU) who will speak on “The Reciprocity Theory of Rights.” The seminar is open to all, but those interested in attending should register by emailing Jonathan Parry: jonathan.parry@philosophy.su.se

The Faculty of Law at the University of Ljubljana is organizing its second international interdisciplinary conference on “Responsibility to Protect in Theory and Practice.” The conference will be held in Ljubljana, Slovenia on April 23 - 24, 2015, and it will enable scholars in fields of law, political science, the military, and other fields to engage in interdisciplinary academic debate on the concept of Responsibility to Protect (RtoP). In International Conference on the “Workings of Democracy: Practices, Norms and Understanding” will take place at the University of Iceland from May 27-29, 2015. The Keynote Speaker will be Simone Chambers (University of Toronto). The conference will attempt to facilitate critical and conceptual analyses of democratic theory and practices, and to bring together perspectives on key issues such as democratic representation, accountability, political participation and institutional venues for deliberation. A Panel entitled “Feeling like a State: Producing Citizens in Theory and Practice” will take place as part of the 2015 meetings of the Canadian political Science Association (CPSA). 5. ACADEMIC PROGRAMS  

An Intensive Course on the Ethics of War will be hosted by the Stockholm Centre for the Ethics of War and Peace from February 2-6, 2015. Organized by Helen Frowe and Jonathan Parry, the event is aimed at upper-level undergraduates and graduate students. No prior knowledge of just war theory will be assumed, but participants will be expected to prepare with a set of advance readings. The course will be free of charge and open to all interested parties, for either ECTS credits or for general interest. Places will be limited, so potential students should contact organizers via email to: helen.frowe@philosophy.su.se. The course will be taught in English.

A workshop on analytic Just War Theory will take place at Jindal Global University (New Delhi) on February 28th, 2015. Co-hosted by Jindal Global University, the Stockholm Centre for the Ethics of War and Peace, and the Jack and Mae Nathanson Centre on Transnational Human Rights, Crime and Security, the Workshop is intended to be part of a larger project engaging with Indian researchers interested in analytic just war theory. It will be led by Helen Frowe (Director, Stockholm Centre for the Ethics of War and Peace) and François Tanguay-Renaud (Director, Jack and Mae Nathanson Centre), and key texts of contemporary just war theory will be assigned. Participants will be asked to prepare a brief comment for presentation.
